Default Accepting credit cards to pay for checks

I have been trying to find a processor who will let us accept payments for returned checks from a customer's credit card. I have talked to several companies. Some say it is illegal to use a credit card for that purpose, other companies say it is too high a risk. Yet, I frequently see other check collection agencies accepting credit cards for payment. Do any of the users on this forum have any recommendations? The input would most often be keyed, not swiped. I could use a virtual terminal or an actual terminal. Any suggestions or comments?
